They're post BAG seals.

Once all the mail is loaded into the canvas sack, it is sealed with one of those (with a loop of string). Then the bag is sent to it's next destination. If the bag arrives without a seal, they know the mail has been tampered with, something that ends up with the perpetrator stuck in one place doing what Her Majesty desireth.

Went out for an hour or so this afternoon and dug up a three pence and about had a heart attack for half a second before the brain kicked I realised what I was reading was an upside down '1939.' Nice sharp clean coin though, was pretty happy with it even if it is not the magic one.

Lead seals were used on everything back in the day. These ones obviously mail tags. It was a way to ensure that goods were not tampered with along their journey.

How odd, we didnt think too much of them once we had found more than a few, even tossed a couple back in the drink! but ive kept the ones found in a container.
I took them out to photo them as requested and instead of putting them back i put them on my finds shelf.
Well, so far two persons have spotted them there and said "wow", what are these, they are real cool.

Hmmm, im thinking they are a top find now and glad you pointed this out. My favorite lead collection is looking a lot better now.
