So for augment sake, im allow to metal detect for treasure (coins old stuff)and not for gold along side rivers and the crown would be ok with that?

Yes because the Crown does not own the coins and old stuff but it does own all the natural mineral resources.

Gold permits and claims have nothing to do with land - its the mineral itself that the permit applies to. Land access is completely different as this is the right of the land owner to give or deny. If you buy land you do not have ownership of the minerals on the land and thus even the land owner would be breaking the law if fossicking without a permit.
